His mother is the second to the youngest child of Victoria Cabiles Paculan and Agapito Gatuslao Rodrigazo from Murcia, Negros Occidental. His father Rodolfo, a lawyer, is the youngest son of Beatriz Villanueva Zomosa from La Libertad Negros Oriental and Emilio Valdez Luga from Sagay Negros Occidental. He is the great grandson of &lt;a href="http://en.wikipedia.org/wiki/Mateo_Noriel_Luga"&gt;General Mateo Noriel Luga&lt;/a&gt;, the Katipunero general who nearly captured General Henry W. Lawton and who continued the struggle for independence after joining the Philippine Scout by advocating anti-colonialism policies of the US. &lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;&lt;br /&gt;His parents were separated since he was two (2) years old and rejoined each other only after almost thirty-two (32) years. He moved from one place to another with his mother during his childhood days until he graduated from college. He took up college at Manuel L. Quezon University from 1980 to 1982, transferred to West Negros College in his senior year where he graduated Bachelor of Arts in Political Science in 1984. Took up his first year law at University of Negros Occidental-Recoletos (UNO-R), transferred to Silliman University on his second and third year law and moved to San Sebastian College, where he finally finished his law degree at the age of 23. He gained friends in the process and served different organizations.&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;&lt;br /&gt;He worked at the National Intelligence Coordinating Agency in 1988 where he learned basic photography, which became his passion since then. Afterwards, he transferred to the Department of Agriculture in 1990 as Legal Officer III, Legal Department and was detailed to the Office of the Secretary's Board of Personnel Inquiry (BOPI) until 1994, where their boss, Atty. Jose P. Nitullano, was awarded the Pag-Asa Award as one of the best Civil Servant in 1992 after BOPI disposed over two hundred cases, disciplined and dismissed more than fifty (50) officials and employees in the Department of Agriculture including its attached agencies, during the Cory Administration. He attended short courses on computer based presentation and system documentation at the Development Academy of the Philippines (DAP) while with the Department of Agriculture, where he harnished his computer skills. Thereafter, he joined the Sugar Regulatory Administration and became Legal Officer IV at SRA's Office of the Corporate Attorney from 1994-1996 at the time when the SRA housing project, the "Sugartown" was implemented and moved over to the National Irrigation Administration (NIA) as the Senior Executive Assistant of the Deputy Administrator from 1996 to 1998. He later joined the Civil Service Commission's Office for Legal Affairs as Special Investigator III and later as Special Investigator IV. He married Cynthia Santos Pangan from Baguio City, his friend and classmate at the College of Law in San Sebastian College in 1992. They now have two children, Jose Mathew and Michael Joseph. &lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;&lt;br /&gt;He has been a Student Representative, Vice-President of the Student Writers Guild, Vice-Chairman of the League of Filipino Students, a writer and managing editor of the Wesneco Torch Bearer 83' during his College days at West Negros College. He became member of the Oratorical and Debating Club of Silliman University's College of Law and the Makabayang Mag-Aaral Ng Batas at San Sebastian College. Momentarily, he went back to Negros Occidental and became the Vice-President for Organizational Affairs of the LAKAS-PAFLU Labor Union under Pruding Jalandoni, until he went back to Manila and entered government service. He served in various capacities during his stint with the Department of Agriculture and NIA where he travelled in almost all regions of the country to assess, evaluate and recommend necessary action to implement the different projects of the DA and NIA and has been doing investigative works. He then took up his Masters Degree in Government Management at the Pamantasang Lungsod ng Maynila while working at the SRA and earned fourty-two (42) units. &lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;&lt;br /&gt;Today, aside from his work, he engages in propagating different advocacies concerning families, societies, government, arts and culture during his free time. He continues his passion in photography, graphic arts, concept and designs - for over ten years. He is consulted from time to time by friends, schools, businesses and by Undersecretary for Operations Robert T. Rivera of the Office of the Press Secretary, Office of the President, for his photographic services and graphic designs. He is an experienced photographer whether it be in school graduations, toga shots, weddings, portrait, scenery, advertising, fashion and executive photography. Aside from photography and graphic arts, he used to charchoal paint using computer sketches as a medium of outline and has painted the faces of then President Fidel V. Ramos, Executive Secretary Eduardo Ermita, Usec. Robert T. Rivera, Bishop Antonio Tobias, among others. He makes page designs using his combined skills in IT, photography and photoshop.
